1. The order of execution:
- Step 1: The customs implement the customs declaration and present customs documents (if any), present actual goods (if any) to the customs office.
- Step 2: Customs officers carry out the customs clearance of goods for the person who conducts customs declaration.
From January 1st, 2016, the export tariff, preferential import tariffs, according to the list of taxable items officially take effect, according to Circular No. 182/2015 / TT-BTC issued by the Ministry of Finance dated 11/16/2015.

On the conclusion, accession to and implementation of treaties
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/QH10 of December 25, 2001 of the Xth National Assembly, the 10th session;
This Law provides for the conclusion, accession to and implementation of treaties.
Chapter I
GENERAL PROVISIONS
Article 1.- Scope of application
This Law provides for the conclusion, accession, reservation, deposit, keeping custody, making of certified copies, publication, registration, implementation, interpretation, amendment, supplementation, extension, termination, denunciation, withdrawal, suspension of application of treaties concluded or acceded to in the name of the State or the name of the Government of the Socialist Republic of Vietnam.
